Do you know Cigales? These groups of citizens offer their support to those who set up alternative projects in Bourgogne-Franche-Comté. They help them with financing but not just … We explain to you.
“Cigales clubs” have existed for 40 years in France. Cigales stands for “Investor Clubs for Alternative and Local Solidarity Savings Management”. Composed of about fifteen people on average, these groups aim to fund and support projects carried out in the territories. There are 11 clubs in the Bourgogne-Franche-Comté region, and approximately 200 in France.
“Each cicada, in a year, can make a capitalization of savings of 5 to 6,000 euros to finance the projects. Over ten years, we have been able to support 225 project leaders and fund 108 projects. Lending we have 265,000 euros “ explains Daniel Hincelin, has invested heavily in the development of cicadas at the regional level.
He, for example, has no large savings but invests up to 30 euros per month in his Cigales to allow redistribution to projects in which he strongly believes. “Everyone can do something with their money and their network to support project leaders. We finance but we also bring all our resources in terms of training, network and skills. It’s also a area of economic and popular culture “ he details.
The main thing is the spirit. This is the way in which the local can support projects that make sense, where the people are.Daniel Hincelin, member of a Cigales
Cigales accepts people, called “ants”, with funding needs. “We are very autonomous in our decision-making. We have favorites and we can support depending on what connects us to the people. It’s a win-win situation. We put our time, our money so we have even more people want to succeed. And that creates a community “ continued Daniel.
On average, although this is clearly likely to vary, six projects are supported and two are funded each year by Cigales. Support can take several years. The local currency La Pive, the Cooperative Funeral Directors of Dijon, the Cooperative Store La Cambuse in Lons-le-Saunier or the company Cirque-Théâtre Équestre Jehol were assisted by cicadas.
Daniel Hincelin also cited the example of “L’île, café-canteen shop” in Ornans, an organic grocery canteen or “Du vent dans les fleurs”, a café-canteen and a solidarity grocery store to liven up the village of Montcenis , in Saône-et-Loire.
Being cigalier or cigalier is being human, each with their wealth and their experience, with different but all interconnected paths and horizons.Cigales newsletter
Les Cigales has intervened in many ways regarding financial assistance. When it is a for-profit business, minority shares in the company can be taken. “Once you are in the capital, you can participate in the current accounts of the partners, which is equivalent to a loan” explained Daniel Hincelin. Many associations also help. This is the case, for example, of the La Furieuse association, manager of the associative café-restaurant Le Pixel in Besançon.
“For associations, we can make contributions entitled to acquisition or honor loans. Both at a rate of 0%” he continued, while determining that the money would be recovered in the next few years, after an agreement with the project leaders.
“The financial side shouldn’t be an obstacle. It’s important to say this, because a lot of people think they can’t participate because of lack of money. We have different people representing civil society, who are in through their network, their skills can bring “ immediate warning by Daniel Hincelin. Everyone can join a Cigale or create a new one with the help of other citizens. Moreover, many are currently being created, specifically in Belfort, Lure, Ornans, or even Saint-Amour and Cluny.
We have a charter, we have rules of course, but the people decide how we get involved in the project. Our money, which we lend to the people in front of us.
